How to reduce MP4 file size
An MP4's size comes from three things: resolution, bitrate/quality, and duration. Reducing any of the first two shrinks the file without needing to cut content.

Compress first
Re-encoding at a lower quality target is usually the biggest single lever — it keeps the same resolution and duration but represents the picture with less data per frame.
Resize if the resolution is more than you need
A 4K file played back on a phone screen is carrying far more detail than will ever be visible. Downscaling to 1080p or 720p before compressing can cut size dramatically on top of compression alone.
Trim what you don't need
If only part of the video matters, trimming it first (a lossless operation) means you're compressing less footage in the first place — the simplest possible size reduction.
